No complete transition yet, but this helps a lot with
the recent and upcoming(!) domain issues.

and only http://cvs.mirbsd.de/ as CVSweb redirector.
Please do not use mirbsd.de for anything else save eMail.

Import joe-2.8 sources into vendor branch so it doesn't get lost

bring up to our standards, add strlfun.c from old repo
and the infrastructure files from ncvs2:gnusystem_aux_dir,
also a bit of whitespace fixup

Update the non-generated files to joe-3.1jupp2
