interestingly enough, joe 2.8 requires fixed-width help screens
and displays junk if violated

a jupprc file contains legit whitespace at end-of-line!

merge jupprc files multi-way; the files from the following branches are:
• MAIN: suitable for joe 3.1jupp15 and up
• jupprc-for-joe-3_7: suitable for joe 3.7
• joe-2_8-msdos: suitable for joe 2.8 (usable on all joe 3.x versions)

Note that this jupprc is no longer compatible with joe,
but the only changes since the previous revision _are_
these incompatible ones for the jupp-specific help string
feature ⇒ no need to upgrade the Fink package, gecko2.

use some joe 3.x features in jupprc, now that we separated the twigs

hook in a DOS-by-default jupprc with an appropriate sed(1) to convert
it for *nix installations
