Add --disable-getpwnam and clean up warnings

for search’n’replace, add (L)ast, which replaces the text in question
as if (Y)es had been selected, but quits the search afterwards instead
of continuing; the cursor is placed after the replacement (would before
be more appropriate? maybe, but this is consistent with the rest…)

prepare for joe-3.1jupp9:
* sync NEWS
* bump vsn in configure.ac
* tag all files with RCS ID
* sync licence template

Import joe-2.8 sources into vendor branch so it doesn't get lost

Update the non-generated files to joe-3.1jupp2
